The Mayor’s Office of Legal Counsel (“MOLC”) consists of a dedicated team of attorneys and support staff. In accordance with D.C. Law 20-60, the Elected Attorney General Implementation and Legal Service Establishment Amendment Act of 2013 (the “Act”), codified at D.C. Code § 1-608.51(a), the mission of the MOLC is to provide various legal services to the Mayor and District of Columbia agencies which are subordinate to the Mayor, particularly through work in conjunction with agency General Counsel and the supervisory and line attorneys working under them.

FOIA Appeals

Freedom of Information Act (“FOIA”) Officers are the principal point of contact for persons requesting public records from any District of Columbia government agency. Pursuant to D.C. Official Code § 2-537 any person denied the right to inspect a public record of a public body (except a record of the District Council), may petition the Mayor to review the public record to determine whether it may be withheld from public inspection. Such petitions or appeals must be resolved and a final written decision must be issued to the person seeking production of the public records requested.

Sexual Harassment

The District of Columbia Government does not tolerate any form of sexual harassment in the workplace. On December 18, 2017, Mayor Bowser reaffirmed the District Government’s commitment to this principle by issuing Mayor’s Order 2017-313 (“Sexual Harassment Policy, Guidance and Procedures”).

Donations

District of Columbia Coin

The MOLC reviews donation applications for each agency subordinate to the Executive Office of the Mayor to ensure that donations will be used to fulfill an authorized function or duty; are directly related to and will be expended solely for the program(s) or purpose(s) described; and are consistent with applicable laws and policies. The donor must also certify that he or she:

  1. Does not have pending litigation, business, or related matters before the District of Columbia Government that may present a conflict of interest;
  2. Is not seeking special treatment from the District of Columbia Government;
  3. Agrees that the donation is bona fide and un-coerced, and that he or she will not receive anything in return.
