The MOLC reviews donation applications for each agency subordinate to the Executive Office of the Mayor.

Each donation is reviewed to determine whether it is:

1. Fulfilling an authorized function or duty;
2. Directly related to and expended solely for the program(s) or purpose(s) described in the application; and
3. Consistent with applicable laws and policies.

Each donor must certify that:

1. There is no pending litigation, business, or related matters before the District of Columbia Government that may present a conflict of interest;
2. It is not seeking special treatment from the District of Columbia Government; and
3. The donation is bona fide and un-coerced, and the donor will not receive anything in return.
