The MOLC reviews donation applications for each agency subordinate to the Executive Office of the Mayor.
Each donation is reviewed to determine whether it is:
- Fulfilling an authorized function or duty;
- Directly related to and expended solely for the program(s) or purpose(s) described in the application; and
- Consistent with applicable laws and policies.
Each donor must certify that:
- There is no pending litigation, business, or related matters before the District of Columbia Government that may present a conflict of interest;
- It is not seeking special treatment from the District of Columbia Government; and
- The donation is bona fide and un-coerced, and the donor will not receive anything in return.
